Android picture texts wont download unless on wifi

If inactive, turn on mobile data. Now restart your device and try to receive picture messages from your contacts. Also, make sure to clear your messages app's cache and data to see if the issue persists. From your Home screen, swipe down to reveal the notification bar and tap Settings icon.
